Lloyd’s near 20-year policing career saw him sit on hundreds of Safety Advisory Groups (SAGs), the National Policing Events Gold Group (NPEGG), Tactical Training and Equipment Working Group (TTWEG), and as an expert advisor to the NationalPolice Chiefs Council.
Lloyd’s experiences in event command & crowd safety meant he saw deficiencies in communication, control and resilience first-hand.
This fuelled a strong passion to transition into safety tech & consultancy solutions in order to alleviate the issues, educate organisers, and give them the tools to properly protect themselves and the public.

Advising with the event’s Bronze Commander, with the event at capacity two young girls go missing with the exact same description.
Lloyd was struck by the challenges the control room faced in logging and progressing the searches for both missing children.
The spreadsheets, WhatsApp groups and radio channels across the disconnected departments only served to create more confusion and alarm. Friends of the missing girls were willing to share pictures to help locate them, but without a secure and convenient way to share them with key stakeholders, they couldn’t be effectively
leveraged.
This wasted precious time to locate the high risk, vulnerable targets, and clearly showed the dangers in relying on multiple channels and sources of information in operations.
This was the spark for the idea of a system that provides one single source of truth, connecting those disconnected teams and agencies with a clear, resilient line of communications.

After the incident at Splendour Festival, Lloyd can’t stop spotting deficiencies, lack of connectivity and no real, effective software support in the structure of nearly every major sport, event or arena control room he advised.

With Lloyd a year into his prestigious post with the National Counter Terrorism Policing Operations Centre in London, the Manchester Arena Bombing tragically transpires.
Forming part of the response team, Lloyd witnesses the aftermath of events unfold in real-time. Starkly, this revealed a clear need for change in processes and support for agencies when Major Incidents unfold.
The shockingly tragic event produced a strong sense of urgency in Lloyd, who decided to move immediately to build a Minimum Viable Product to combat the daily logging and incident management issues he had routinely spotted since his lightbulb moment eight months before.
Market research on a technology solution followed, which found nothing in the space designed for the specific purpose or needs Lloyd had identified to address.

Through Lloyd’s work on his Master’s degree, he learns of Greg Horsford’s “Crowd Tension Indicator” and approaches to include it in the National Policing Events Guidance.
During his career Greg was a Public Order Tactical and Strategic Commander as well as an accredited Multi-Agency Gold Incident Commander.
Greg also supported the College of Policing to roll out training in Neighbourhood Policing and his trademark “Crowd Tension Indicator” across the world, including with forces in Sierra Leone, Malta and all 27 EU nations.
Lloyd & Greg decide their values and experiences match – they want to join forces to tackle the multitude of issues around ‘Safety at Events’ with their shared academic interests, police experience and belief in technology as the answer.

Lloyd and Greg appoint a software developer to start mapping out their ideas for a software platform that integrates high-level policing knowledge and event command experience, but is user-friendly and tailored to the journey of venue and event management professionals.
The headline idea: Removing the private sector’s reliance on spreadsheets and WhatsApp’s – so that the right information can get to the right people, at the right time, quickly and securely.

Here, the Halo System helps save a life for the first time, when an exact location pin placed on Halo helped first responders reach a child suffering severe breathing difficulties. This proved the need for the MVP to go into full production.

The System goes on sale – the first paying customer is Luton Caribbean Carnival – the UK’s largest one day carnival!

The organising committee for the England and Wales 2019 Men’s Cricket World Cup see the potential to be the first Major Tournament to be fully connected digitally, and sign up as Halo’s second paying client, sharing insights and ideas for the development of Halo v2 in time for their tournament.

Mansfield Town Football Club sign up to the Halo System, further proving the concept can help in the delivery of the widest range of events.
The system goes on to gain coverage across all 4 leagues in the professional football league, from regular Champions League qualified clubs right down to League Two.

The National Ice Centre & Motorpoint Arena Nottingham joins the Halo Community on a landmark 5-year deal, and express a passionate vision for the system and where it can go.
Their feedback and client-led improvements are pivotal the system’s development over these years.
More arenas and campuses begin to join the Halo Community, such as ACC Liverpool and the NEC Birmingham.

Greg uses his vast experience in international policing consultancy to take leadership of the training & operations branches of Halo, and moves into a role as Chief Operating Officer.

Our second software version features a Hub for the first time. The Halo Hub is where all client, event, user and integration management takes place, seamlessly linking all functions in the system together.

Edgbaston Stadium joins the Halo Community for it’s great range of events through the year, including the ECB Premier League, The County Championships, The Hundred, international tests and T20 cricket, as well as a range of community events, conferences and music concerts.
This offers a springboard for more international cricket grounds to join the Halo Community, including the Kia Oval and the Ageas Bowl.

The OCS Group UK buy-in to the potential for an integrated incident, task and staff management, and begin to roll Halo out across their portfolio of venues and events.
This helps other security companies to realise the potential of the system to align with their operations and give clear evidence of value added to their operations, with many more now using Halo across a range of global events, venues and sites.

Amongst the new features in the update are a world first ticket-scanning integration and the new Checks/Tasks module to help venues secure their premises during the Covid Pandemic and also day to day thereafter as Halo moves from just event/match day operations to become an essential day to day tool for everyday use.

This included assisting four hospitals, the Coroner’s Office, Hampshire Police, Hampshire Fire & Rescue and Hampshire Local Authority, as well as linking together 460 community stakeholders in the home counties.
