London venue hosts multi-agency, ultra-realistic security scenarios involving more than 250 personnel to further aid preparedness and resilience

Excel London has undertaken its largest ever series of training exercises as part of its continued commitment to safety, security and preparedness within the events industry.

Held at the Royal Docks venue, the training sessions saw more than 250 personnel attend from multiple agencies, all of whom work on the 400 events hosted annually at Excel. 

The training – which was run by multi-award-winning incident and risk management provider Halo Solutions – was aimed to enhance their preparedness and resilience in an emergency and featured a mix of training presentations from leading security figures followed by a series of ultra-realistic emergency simulations.

The day saw speakers and training delivered by Danni Grant (CT Protect), Nick Aldworth (Carlisle Support Services), Bill Thornton (Inkerman Group), John Sheppard (MediTechs), David Hay (Ikon) and many more.

Attracting more than four million visitors a year, Excel endeavours to lead the way in venue safety and security, regularly hosting comprehensive training exercises, as well as collaboration with the Metropolitan Police and specialist counter terrorism policing units. 

Excel also boasts a highly trained canine detection unit led by ICTS UK & Ireland, one of a handful of organisations accredited to NCTAS-P standards. It was also the first UK venue to introduce Individual First Aid Belts (IFAB™) – containing vital medical components including a defibrillator – allowing officers to give life-saving medical assistance in an instant.

The training day saw participation from many of our security suppliers and partners including Carlisle Support Services, ICTS, Stambridge Group, G4S, Secure Ops, EEP and Ministry Protective.

Why Protect Duty Matters: A New Era for Public Safety

The UK Government is in the final stages of introducing new legislation aimed at improving public safety and reducing the risks associated with terrorism in publicly accessible spaces. Known as the Terrorism (Protection of Premises) Bill, or more commonly Martyn’s Law, this legislation seeks to ensure that those responsible for public spaces take proportionate steps to enhance security and emergency preparedness.

This law is named after Martyn Hett, one of the victims of the 2017 Manchester Arena bombing. In the aftermath of this tragic attack, his mother, Figen Murray, campaigned for better security measures at venues, leading to the development of this legislation. The Protect Duty represents a significant shift in counterterrorism policy, aiming to enforce stronger preventive measures across various public and private sector organisations.

Unpacking Protect Duty: What It Means for Businesses and Public Spaces

The Protect Duty Legislation is designed to mandate publicly accessible venues to have clear security and emergency response procedures in place to mitigate the risks posed by potential terrorist attacks. It categorises premises based on their capacity and expected footfall, imposing different levels of security obligations depending on their size and function.

Is Your Venue Affected? Key Locations Under the Law

The law applies to publicly accessible premises where 200 or more people can be present at the same time. Some of the key locations covered under this legislation include:

  • Food and drink establishments (restaurants, bars, clubs)
  • Entertainment venues (concert halls, cinemas, theatres)
  • Sports stadiums and recreational centres
  • Museums, galleries, and exhibition halls
  • Hotels and visitor attractions

However, public parks, gardens, and open sports grounds that do not require payment for entry or conduct security checks are exempt from this law.

1. Standard Duty Premises (200 – 799 people capacity)

Organisations falling under this category must develop and maintain security procedures that address various terrorism risks. This includes:

  • Establishing clear communication plans in case of an emergency

2. Enhanced Duty Premises (800+ people capacity)

Larger venues, with a higher threat exposure, are required to implement more advanced security measures in addition to the Standard Duty requirements. These include:

  • Monitoring premises and the surrounding area for threats
  • Controlling movement in and out of the premises
  • Enhancing physical security measures
  • Securing sensitive information that could aid terrorist activities

06th February 2025, Newark, Nottinghamshire, United Kingdom – Halo Solutions the UK’s foremost Safety and Security Technology Company announces a key 3-year contract to provide its award-winning incident management software to The SSE Arena.

The SSE Arena is Northern Ireland’s premier entertainment destination, welcoming upwards of 800,000 guests annually. Home of the Stena Line Belfast Giants, The SSE Arena has an audience capacity of 11,200 and has attracted countless international performers, sporting events, exhibits and conferences, establishing itself as a key location on major European and World tours.

The Arena team selected the Halo System to help them better connect their teams, integrating the software across departments in stages, with the aim to utilise it throughout the site’s operations. Over the coming months the arena plans to implement Halo within day-to-day security, venue operations, car park operations, lost property, estates and facilities management, and cleaning operations.

The Halo System was used recently during the 25-season celebration of the Belfast Giants with double-header ice hockey action against the Nottingham Panthers.

The Pink Bows Foundation was established in honour of Brian and Michelle’s daughter Madison Dubiski, one of the concert attendees who died in the Astroworld Festival crowd crush in 2021 in Houston.

Halo Solutions has been honoured with a King’s Award for Enterprise in Innovation.

Halo Solutions is one of a number of organisations nationally to be recognised with a King’s Award for Enterprise. Announced Monday, 6th May 2024, Halo Solutions has been acknowledged by His Majesty for excellence in Innovation.

Halo Solutions was founded in 2019 by CEO Lloyd Major, a former national counter-terrorism police officer, crowd safety and event security adviser with more than 20 years of policing experience, including police training and public order command at major sporting events. He was also the first operational police planner in the UK to obtain a Master’s degree in Emergency Planning and Management, developing a totally new process for threat assessment at public events, which became national policing policy.

Security Journal UK: Halo Scores a Hattrick In English Football

Halo Solutions has secured deals with Premier League clubs Chelsea FC and Nottingham Forest FC, along with Championship club  Birmingham City FC  to integrate its incident and task management software,  The Halo System, making it the Incident Management Software used at more clubs across more leagues than any other (UK). 

Chelsea FC will use Halo for the 24/7 security contract at Stamford Bridge as well as Chelsea’s Cobham Training Ground.  

The clubs will use Halo’s safety and security technology to help protect and keep fans safe managing all incidents observed at matches or day-to-day on their premises. It also helps create and monitor digitised security, match day safety and pre-match checks.

Another feature is its ability to enhance and bolster existing crowd safety and security measures.
